  15. Bhutto Gets Tough

  17. <p>    When she was elected to power last year, many wondered
  18. whether Prime Minister Benazir Bhutto would dare confront the
  19. nation's military establishment. Last week she did so, ordering
  20. the transfer of Hamid Gul, 52, the powerful head of the ISI,
  21. Pakistan's military-intelligence agency. A protege of the late
  22. President Zia ul-Haq, Gul has wielded enormous power ever since
  23. his appointment in 1987. Besides keeping tabs on Zia's political
  24. foes, including the Bhutto family, the ISI also distributed
  25. foreign money and arms to the mujahedin rebels fighting the
  26. Soviet-backed Najibullah regime in Afghanistan.

  28. <p>    In addition to mutual distrust, Bhutto has valid reasons to
  29. sideline the intelligence chief. An ISI-orchestrated attack by
  30. Afghan rebels on Jalalabad, has degenerated into a protracted
  31. struggle and a propaganda victory for Najibullah. Bhutto was
  32. particularly enraged by what appeared to be ISI disinformation
  33. blaming her for the mess. Gul has also defied Bhutto by openly
  34. siding with the fundamentalists among the mujahedin. Bhutto has
  35. called the ISI's emphasis on a mujahedin military victory a
  36. "fundamental mistake." Gul's exit opens the way for a more
  37. flexible approach to helping resolve the Afghan war.
